The device comprises a device main body, and the device main body comprises a base and a plugging piece; the base comprises a connecting plate, supporting plates perpendicular to the connecting plate are arranged at the two ends of the connecting plate, and a first through hole is formed in the connecting plate. The plugging piece comprises a telescopic column penetrating through the first through hole; threaded drills inserted into the sealing plugs are arranged at the ends, close to the supporting plates, of the telescopic columns; a baffle is arranged at the end, away from the threaded drill bit, of the telescopic column, and a spring sleeving the telescopic column is arranged between the baffle and the connecting plate. The labor intensity of constructors can be reduced; and a crow bar is not used, so that damage to concrete around the reinforcing steel bar sleeve is avoided.
