The invention discloses a construction method of a passive building external cantilever plate heat preservation and energy saving structure. The cantilever plate heat preservation and energy saving structure comprises a structural beam, a wall body below a window connected to a structural floor slab at the top of the structural beam, a cantilever plate connected to the outer side of the structural floor slab and the outer side of the structural beam, filling beams arranged on the cantilever plate, a filling material filled between the filling beams and a heat preservation layer below the beam, wherein the heat preservation layer below the beam is connected to the outer side of the structural beam and located below the cantilever plate. Through the arrangement of the filling material, heat preservation of the top of the cantilever plate can be guaranteed; through the arrangement of the filling beams, effective laying and fixing of the filling materials can be guaranteed; by arranging a drainage ditch, a drainage connecting pipe and a main drainage pipe, water prevention and drainage are facilitated, and hidden arrangement of pipelines is achieved through filling beams; and through arrangement of the cantilever plate reinforcing steel bars and the reinforcing steel bars of the structural beam, the final bearing of the cantilever plate is guaranteed, and supporting of the upper structure of the cantilever plate is effectively guaranteed.
