The invention provides a vehicle control device, a vehicle control method, and a recording medium, which can enable a vehicle to operate at a proper timing when a user approaches the vehicle. A vehicle control device is provided with: an approach detection unit that detects a person within a rear detection range including the rear of a vehicle and a side detection range including a range different from the rear detection range; an authentication unit that authenticates that the person detected by the proximity detection unit is a user of the vehicle, using a captured image of an imaging unit mounted on the vehicle; and an activation control unit that, when the proximity detection unit detects a person within the side detection range, activates the imaging unit when the person detected within the side detection range approaches a position closer to the vehicle than a set distance, and that, when a person is detected within the rear detection range, activates the imaging unit when the person detected within the side detection range approaches a position closer to the vehicle than a set distance. And an activation control unit that activates the imaging unit even if the distance between the vehicle and the person detected within the rear detection range is equal to or greater than a set distance.
