The invention provides a vehicle control device, a vehicle control method, and a recording medium, which can appropriately control the operation of an opening and closing body of a vehicle when a user approaches the vehicle, and can suppress the unnecessary operation of the opening and closing body. A vehicle control device is provided with: a proximity detection unit that detects a person in the vicinity of a vehicle; an activation control unit that activates an imaging unit mounted on the vehicle when the proximity detection unit detects a person; an authentication unit that authenticates that the person detected by the proximity detection unit is the user of the vehicle using the captured image from the imaging unit, and determines that the authentication is completed on the condition that the authentication is successful at least a reference number of authentication times; and an opening/closing body operation control unit that, when the authentication unit has determined that the authentication has been completed, operates an opening/closing body operation unit that executes at least one of an unlocking operation of a lock of an opening/closing body provided in the vehicle and an opening operation of opening the opening/closing body.
