The invention provides an anti-seismic tough swinging steel frame structure and a construction method thereof.The anti-seismic tough swinging steel frame structure comprises a main body frame and swinging frames, the swinging frames are arranged on the two sides of the main body frame, and the swinging frames and the main body frame are connected through force transmission-energy consumption parts and lateral-resistant supports. The swing frame with the hinged bottom is adopted to increase the high-order formation rigidity of the structure, weak layer damage to the structure is avoided, meanwhile, deformation coordination between the swing frame and the main body structure is achieved through the force transmission-energy consumption component, and a part of energy consumption capacity is provided for the structure; and finally, a high-performance anti-lateral support is adopted to provide a part of anti-lateral capacity for the structure. According to the structure, the performance of the force transmission-energy consumption component and the anti-lateral support can be fully transferred by means of the swing frame, so that the overall anti-seismic performance and anti-collapse capacity of the structure are greatly improved, and the overall anti-seismic toughness of a building is improved.
