The invention provides a river bank ecological slope protection system constructed with river sediment as a raw material and a construction method. The river bank ecological slope protection system comprises a bottom layer embankment reinforcing structure, a transition layer association structure and a surface layer ecological restoration structure. The three-layer structure is prepared by taking bottom mud as a raw material; the bottom layer is composed of slope ecological solid building blocks, and mortise structures are arranged on the surfaces of the building blocks. The surface of the building block is provided with a through hole structure, the bottom of the building block is provided with a water-absorbing expansion bag, and two ends of the building block are respectively provided with a mortise structure and a tenon structure; the surface layer is formed by spraying an ecological planting base prepared from bottom mud; scale-shaped protrusions are designed on the upper surface of the ecological hollow building block at the slope toe position, and through hole channels are designed in the side faces of the building block.
