A rotating motor is fixed to the annular supporting plate, a driving gear is fixed to the rotating motor, and the driving gear is meshed with the gear tooth structure; a clamping mechanism is arranged on the pipe sleeve; a spherical cover is arranged at the bottom of the pipe sleeve; a spherical groove is formed in the center of the base; during construction, when the base is not horizontal, the three sets of adjusting air cylinders can drive the sliding blocks and the balls to move to different positions, and the annular supporting plate can be kept horizontal easily; the ball is used for supporting, the bearing capacity can be improved, and even if the whole equipment and the steel cylinder pipe are heavy, adjustment is not affected.
