According to the invention, industrial wastes such as ardealite generated by a wet-process phosphoric acid method and silicon powder generated by high-temperature smelting of an electric furnace are used as raw materials of the curing agent to replace most cement curing agents to be applied to roadbed filler, so that the resource utilization of waste slurry is increased, and good environmental benefits are achieved.
