The method comprises the steps that the crushing strength of a rotor mechanism and a housing assembly on cement fragments is adjusted by controlling the distance between a crushing housing and the rotor mechanism, then the particle size of the cement fragments is controlled, the discharging particle size is controlled through a screening rake, and the cement fragments with the proper particle size are discharged from a screening opening; cement fragments with the particle size larger than that of the screening opening are limited in the rotor mechanism and the housing assembly to be further crushed. Integrated crushing and regeneration of a single cement pavement crushing and regenerating machine are achieved, the construction efficiency is improved, and the working procedures are simplified; the particle size of the discharged cement fragments can be stably controlled, and the aggregate particle size of the recycled cement pavement paved by the cement fragments with proper particle size, water and supplements is uniformly distributed and is close to the design standard.
