The invention discloses a construction method for local settlement treatment of an urban fill road, and the construction method comprises the following specific steps: S100, surveying settlement of a road subgrade on site, determining the treatment range of the local settlement subgrade, and planning the excavation position of an operation well according to the treatment range of the settlement subgrade; s200, a construction range is delimited according to the planned construction position of the operation well outside the subgrade range of the local settlement of the road, and a fence is built around the construction site; sequentially excavating operation wells according to the planned positions; s300, holes are drilled in the roadbed from the interior of the constructed operation well through a horizontal directional drill; a drill bit is connected with a mud jacking pipe or a water accumulation pipe during punching, so that the horizontal directional drill is driven into the mud jacking pipe or the water accumulation pipe at the local settlement section of the roadbed; a mud jacking pipe or a water accumulation pipe is installed in each operation well; and S400, a mud jacking pump is installed in the operation well provided with the mud jacking pipe, and the mud jacking pump is connected with the mud jacking pipe.
