The invention relates to the technical field of road construction, in particular to a tamping and compacting device for roadbed construction and a tamping method. A tamping and compacting device for roadbed construction comprises a vehicle frame, a walking mechanism and a ground breaking mechanism, a tamping mechanism is installed at the position, close to the rear end of the vehicle frame, of the lower portion of the vehicle frame, a water storage tank and a material storage tank are installed above the vehicle frame, water is stored in the water storage tank, and a soil stabilizer is stored in the material storage tank. The purpose of improving the soil engineering performance is achieved, the roadbed construction quality and efficiency can be improved, the labor intensity can be reduced, dust can be reduced through water sprayed on the soil layer, and therefore the adverse effect on the environment is reduced.
