The invention relates to a control device and a control method for windows and sunroofs of a vehicle. The apparatus includes a first sensor, a second sensor, a camera, and a controller. The first sensor and the second sensor are configured to respectively form a first sensing area and a second sensing area and respectively detect object actions in the first sensing area and the second sensing area; the camera is configured to acquire image information in the sensing area; the controller is configured to determine whether an object in the first and/or second sensing area is a hand of a person according to the acquired image information; when it is determined that the object in the sensing area is the hand of the person, a control instruction for a skylight and/or a window of the vehicle is generated according to the detected hand action, and the generated control instruction is sent to corresponding control equipment. By means of non-contact control over the sunroof and the car windows, the opening state of the sunroof can be changed, the positions of the car windows and the sunroof can be set in a user-defined mode, and all the car windows and the sunroof can be closed.
