The invention provides a magnetic fender which comprises a shell, a bottom plate and a damping magnetic part fixed on the bottom plate, the damping magnetic part is wrapped in the shell, and the damping magnetic part comprises a strong spring, a damper and a coil; the strong spring is fixed on the bottom plate; the shock absorber is arranged in a cavity of the strong spring, and a piston rod of the shock absorber is wrapped by a coil; one end of the damper away from the piston rod is fixed on the base plate. Compared with an existing fender, the fender is simple in structure, good in anti-collision performance and controllable in magnetic force. The invention further provides a ship berthing device. The ship berthing device comprises the magnetic fender, the fender moving device and the pre-contact device. The height positioning of ships with different heights can be realized; the invention further provides a ship berthing control system and a ship berthing control method, the automation degree is high, the magnetic force property and magnitude can be adjusted according to different berthing stages of the ship, the reciprocating impact force influence on a wharf caused by the small-frequency wave force effect when the ship is berthed and berthed is effectively overcome, and the magnetic fender is protected to the maximum extent.
