The invention discloses a novel basement settlement joint sealing device and a construction method thereof.The novel basement settlement joint sealing device comprises an upstream face rubber waterstop, a middle-buried rubber waterstop and a downstream face rubber waterstop, and the upstream face rubber waterstop is used for first waterproofing of an upstream face at a settlement joint; the embedded rubber waterstop is placed in the middle of the concrete bottom plate and used for second water prevention, the downstream face rubber waterstop is arranged on the indoor side of the concrete structure and used for third water prevention, the stainless steel water receiving basin is further included, the surface of the stainless steel water receiving basin is flush with a building decoration face, and the stainless steel water receiving basin is used for collecting water when a settlement joint leaks. The downstream face rubber waterstop is fixed through a bolt, a steel gasket and full-length angle steel, and the stainless steel water receiving box is fixed through a gas nail. The device is simple in structure, convenient and fast to manufacture and relatively wide in application in actual engineering, the water seepage condition of the settlement joint is effectively reduced, and even a small amount of leakage can be discharged in time.
