The invention relates to a lever-inerter vibration reduction bridge toughness improving device, and belongs to the field of engineering vibration control. Comprising a lever, a one-way hinged support, a spring, a ball screw assembly and an inerter energy absorption and consumption assembly. The left side and the right side above the lever are connected with the springs respectively, the two ends of the springs are connected with the main beam and the lever respectively, and the springs are only pulled but not pressed. The one-way hinged support is arranged in the middle of the lever or on the main bridge side as required, the upper end is contacted with the lever, and the lower end is connected with a controlled structure cover beam through an end plate and a bolt; the ball screw assembly is composed of a lead screw, a nut, a protective shell, a lead screw baffle and a ball. The inerter energy absorption and consumption assembly is composed of a container, liquid, a fixing plate, a liquid injection hole and an exhaust hole. Displacement generated by the beam end during vehicle running or vertical earthquake can be amplified through the lever device, energy is absorbed through limited relative displacement on the two sides of the expansion joint through the inerter structure, and energy is tuned and dissipated through the externally-attached energy dissipation combination device.
