A riverway water quality treatment device capable of generating hydroxyl radicals comprises a supporting rod, a garbage collecting device, a reaction device, a semiconductor and a control end. The supporting rod is erected at a riverway opening, the garbage collecting device and the reaction device are both arranged on the supporting rod, and the garbage collecting device is arranged on the front side of the reaction device; the reaction device comprises a support frame II, an illumination lamp and a semiconductor placement frame; the second supporting frame is fixedly connected with the supporting rod, the semiconductor placement frame is arranged under the water of the river channel and installed on the second supporting frame, and the semiconductor is placed on the semiconductor placement frame. The illuminating lamp is fixedly mounted on the support frame II and is used for illuminating the semiconductor in contact with water; according to the reaction device disclosed by the invention, the semiconductor is irradiated by the illumination lamp to enable water molecules to generate hydroxyl radicals, and the hydroxyl radicals oxidize and decompose organic matters in river water, so that the water quality of the river is treated; the garbage collection device achieves automatic interception and collection of river garbage, and the cleaning efficiency of the river garbage is improved.
