Positioning frames are fixedly connected to the side faces, away from each other, of the two fixing frames, information issuing screens are installed in the two positioning frames, symmetrical fixing plates are fixedly connected to the outer surfaces of the positioning rods, and positioning columns are fixedly connected to the side faces, away from each other, of the two fixing plates; and monitors are mounted on the upper surfaces of the two positioning columns. According to the invention, real-time monitoring can be carried out on the surrounding environment by using the monitor, the traffic condition can be shot through the camera, the most effective traffic control and environment monitoring are realized, and the functions of the system are more intelligent and humanized by combining with auxiliary equipment such as a broadcast and a publishing screen.
