A permanent and temporary combined plugging structure for a flood discharge gate anchor cable horizontal preformed hole comprises an anchor cable preformed hole formed in a flood discharge gate pier, a steel pipe body is arranged in the anchor cable preformed hole, an anchor cable penetrating hole opening is formed in the steel pipe body, and end steel plates are arranged at the two ends of the steel pipe body respectively. The transverse stiffening rib plates and the longitudinal stiffening rib plates are arranged on the inner wall face and the outer wall face of the steel pipe body respectively, and the end steel plates are used for temporarily retaining water in the overflowing period of the construction period. And after a dry land construction condition is formed in a follow-up sluice flow channel, the end steel plates are cut off along the inner wall of the steel pipe body, an anchor cable is constructed in the steel pipe body, a slurry inlet pipe and a slurry return pipe are arranged in the steel pipe body, then concrete is poured into the steel pipe body, and permanent concrete plugging is formed.
