The method comprises the steps that S1, a foundation pit is excavated; s2, a cushion layer is poured at the bottom of the foundation pit; s3, an inspection well chamber is poured on the cushion layer; s4, backfilling and reinforcing the well chamber of the inspection well; s5, an inspection well shaft is installed above the inspection well chamber; the inspection well shaft is a prefabricated shaft; s6, backfilling and reinforcing a shaft of the inspection well; s7, a plurality of walling crib reinforcing piers are arranged on the periphery of the upper portion of the inspection well shaft at intervals, and then roadbed filler is backfilled and compacted; s8, a well base is installed on the upper portion of the well ring reinforcing pier, and a well lid is installed on the well base; and S9, a pavement layer is constructed above the roadbed filler and around the inspection well.
