The invention discloses a seismic mitigation and isolation cable saddle which comprises a saddle body used for fixing a main cable; the base is connected with the main tower; wherein a mounting groove is formed in the base, the saddle body is arranged in the mounting groove, a lubricating structure is arranged between the bottom face of the saddle body and the mounting groove, buffering energy dissipation pieces are arranged between the saddle body and bosses at the two ends of the mounting groove, one end of each buffering energy dissipation piece makes contact with the corresponding boss, and a gap for prolonging the natural vibration period of the saddle body is formed between the other end of each buffering energy dissipation piece and the saddle body. The saddle body is further connected with the bosses at the two ends of the installation groove through pre-tightening structures. When an earthquake occurs, the pre-tightening structure is damaged firstly, the saddle body is separated from the base, the saddle body slides automatically firstly, earthquake energy is separated from the main tower, part of the earthquake energy is consumed, when the earthquake energy is enhanced, the saddle body makes contact with the buffering energy dissipation piece, part of the earthquake energy is absorbed by the buffering energy dissipation piece, and the earthquake energy transmitted to the main tower is reduced; the construction cost of the main tower is effectively reduced, and the safety of the suspension bridge is facilitated.
