The invention discloses a hot-rolled ribbed steel bar and a manufacturing method and application thereof, and relates to the technical field of hot-rolled ribbed steel bars. The hot-rolled ribbed steel bar comprises the following chemical components: 0.20 to 0.25 weight percent of C, 0.25 to 0.60 weight percent of Si, 1.0 to 1.3 weight percent of Mn, less than or equal to 0.035 weight percent of S, less than or equal to 0.035 weight percent of P, 0.03 to 0.07 weight percent of V, 0.008 to 0.025 weight percent of Nb and the balance of Fe and inevitable impurities. The manufacturing method comprises the following steps: heating a steel billet containing the chemical components, carrying out hot rolling, and rapidly cooling to obtain the hot-rolled ribbed steel bar. The heating temperature ranges from 960 DEG C to 1050 DEG C; and the initial rolling temperature of the hot rolling is 940-1030 DEG C. The hot-rolled ribbed steel bar obtained through the manufacturing method is high in grain size level and strength and has excellent cold bending performance and appearance quality.
