The invention relates to a building anti-seismic damping system which is characterized by comprising an upper-layer building fixing block fixedly connected with an upper-layer building and a lower-layer building fixing block fixedly connected with a lower-layer building, the upper-layer building fixing block is provided with at least one plastic material hole, and a plastic material is inserted into the plastic material hole. The plastic material can freely fall in the plastic material hole; a plastic cutting groove with the width equal to or slightly larger than the diameter of the plastic material hole is formed in the lower-layer building fixing block right opposite to the plastic material hole when the plastic material hole does not horizontally move, a cutting edge is arranged on the edge of the plastic cutting groove, and a plastic supporting device is further arranged in the plastic cutting groove.
