The method comprises the steps that S0, a wharf seismic mitigation and isolation system is determined; s1, determining a wharf anti-seismic performance target and a panel displacement limit value; s2, fortification earthquake level design is carried out, and design parameters of the shock insulation support are determined; s3, shock absorption design based on the rare earthquake level is carried out, and it is ensured that the shock absorption and isolation wharf achieves the rare earthquake anti-seismic performance target from the energy design angle; s4, a nonlinear static force method or a nonlinear time-history analysis method is adopted for checking structural response under the rare occurrence earthquake, medium earthquake displacement and rare occurrence earthquake displacement are checked, and meanwhile material nonlinearity of the piles and the seismic isolation supports is considered; and S5, wharf protection component capacity design and ship collision force checking calculation are carried out. According to the design method, the multi-level anti-seismic target can be met, and the performance design of the seismic mitigation and isolation wharf is achieved.
