The asphalt and the rubber powder are mixed to form the asphalt mixture, then the asphalt mixture and other raw materials are stirred and mixed, the rubber powder can form fine particle surface roughness, the friction coefficient of a pavement and a tire is increased, and the skid resistance of the pavement is effectively improved.
