The breakwater foundation is arranged on the upper portion of the top end of the steel shell reinforced concrete force transfer system, the breakwater reinforcing layer is arranged on the side face of the rebuilt breakwater, and the breakwater reinforcing layer and the rebuilt breakwater are arranged on the breakwater foundation. Therefore, on the basis that the original breakwater function is not damaged, the influence of the upper breakwater load and the external additional load on the immersed tube tunnel can be reduced, the problem of uneven settlement of the foundation caused by uneven overlying load is solved, the internal force and deformation of the immersed tube tunnel are reduced, and the effect of protecting the immersed tube tunnel is achieved.
