The invention discloses an electric excavator lower side outgoing line protection device and an excavator, the protection device comprises a connecting piece, a protection pipe and a fixed restraint device, in the excavator, the connecting piece is welded to an incoming line hole of a supporting ring, the protection pipe is connected with the connecting piece, and a fixed seat of the fixed restraint device is welded and fixed to a walking frame beam. The protective pipe is fixed with the walking frame beam through a fixing and restraining device; a second cable is led out of the electric control box, and the second cable penetrates through the guide ring at the outer end of the protective pipe, penetrates through the second supporting ring and the first supporting ring, enters the supporting ring and penetrates into the current collector to be connected with a wiring pile of the current collector. According to the invention, the exposed area between the lower side incoming line and the current collector is powerfully protected, safety accidents caused by cable damage are avoided, and the method is particularly important in severe working conditions; and protection measures are in place, dust prevention, water prevention and looseness prevention are achieved, and installation, disassembly and maintenance are easy.
