The invention discloses a retarding type high-efficiency water reducing agent which is obtained by compounding a sulfonate water reducing agent with a polyfunctional group water reducing agent, the polyfunctional group water reducing agent is a copolymer in which carboxylic acid participates, and at least comprises molecular structures of at least two functional groups of caprolactam, adamantyl ester and long-chain oxyvinyl phosphate. The retarding type high-efficiency water reducing agent prepared by the invention not only has an excellent water reducing effect, but also can obviously delay the concrete setting time, and can keep stable performance in different environments, so that the workability and durability of concrete are effectively improved, and the requirements of the modern building industry on high-performance concrete materials are met.
