The water quantity monitoring structure rotates anticlockwise along with water flow; an exhaust structure penetrates through the center of the well lid assembly and is in lifting connection with the center of the well lid assembly, the top end of the exhaust structure abuts against the upper layer of the well lid assembly, the density of the upper layer of the well lid assembly is lower than that of water, and the bottom end of the exhaust structure extends and is elastically connected to the top end of the transverse extending end of the drainage pipeline; a clutch structure is arranged between the water volume monitoring structure and the exhaust structure, the water volume monitoring structure drives the clutch structure to rotate, and the clutch structure is close to the exhaust structure and is in threaded connection with the side wall of the exhaust structure.
