The invention provides a road surface bearing capacity evaluation method and system, and the method comprises the steps: carrying out the scanning in a first direction of the earth center in a target road surface region, obtaining low-frequency detection data, and carrying out the scanning in a second direction perpendicular to the first direction in the target road surface region, and obtaining high-frequency detection data; according to the low-frequency detection data, whether a cavity or void disease exists below a target pavement area is judged; and when it is determined that the cavity or void disease exists, the pavement bearing capacity of the target pavement area is calculated according to the high-frequency detection data.
