The invention belongs to the field of constructional engineering, and relates to a structure with a hoisting opening serving as a pressure relief opening. According to the technical scheme, a basement top plate is provided with a hole, a vertical well is arranged, the vertical well upwards extends out of the basement top plate, and the vertical well serves as the hoisting opening and the pressure relief opening; a movable beam is arranged at the top of the vertical well, two ends of the movable beam are erected on an inner frame beam of the vertical well, a hoisting hole cover plate is arranged on one side of the movable beam, and a pressure relief cover plate is arranged on the other side of the movable beam; and the hoisting hole cover plate and the pressure relief cover plate jointly cover the top of the vertical well. Through optimization design, equipment hoisting holes and pressure relief openings are formed in a centralized mode, the opening area of a basement top plate is reduced, the hidden danger of basement leakage is reduced, and both outdoor landscape and decoration effects are considered; and meanwhile, a conventional waterproof means is adopted for treatment, so that the method has general operation realizability in an actual engineering project.
