A spring is arranged between the top end of the piston rod and the piston cylinder, the top end of the piston rod is rotationally connected with a rotating block, a lower pressing block is arranged on the bottom face of the table top, the rotating block and the lower pressing block are communicated and staggered when rotating, and an actuator is arranged on the upper surface of the base to control the rotating angle of the rotating block. When water is accumulated in the foundation pit in rainy days, the rotating block is in butt joint with the lower pressing block on the bottom face of the table top, the piston cylinder is driven to operate through pressure of vehicles passing above, and then water is drained through the water suction pipe and the water drainage pipe. During construction, drainage ditches and drainage pits do not need to be additionally excavated, water pumps do not need to be additionally arranged either, the construction period is shortened, electric energy is not consumed during drainage, and energy is saved.
