The invention relates to the technical field of steel bar connection, in particular to a portable electric taper sleeve steel bar connector locking device and a construction method thereof. The locking device comprises a frame, a driving mechanism, an electronic displacement meter, a locking plate and a pressing assembly. A sliding groove is formed in one side of the frame. The driving mechanism comprises a rack installed in the sliding groove in a sliding mode, a set distance exists between the end of the rack and the frame, the electronic displacement meter is installed at the end of the rack, and a probe of the electronic displacement meter can abut against the frame on the opposite side. The locking piece is connected to the connecting position of a steel bar to be connected in a sleeved mode, the pressing assembly comprises an upper pressing assembly and a lower pressing assembly which abut against the two ends of the locking piece, the upper pressing assembly is connected with the rack, and the lower pressing assembly is fixed to the side face of the frame. By means of the device, rapid and accurate locking of the reinforcing steel bars is achieved, meanwhile, the electronic displacement meter is adopted for monitoring the locking force in real time, and the connecting quality and safety are guaranteed.
