The invention relates to a thermal-insulation fireproof composite material for buildings and a preparation method thereof, and belongs to the technical field of thermal-insulation material preparation, and the preparation method comprises the following steps: using 1, 3, 5-triformyl phloroglucinol and p-phenylenediamine to modify 9, 10-dihydro-9-oxa-10-phosphaphenanthrene-10-oxide to obtain a modified flame retardant; adding a modified flame retardant into a polyurethane material to prepare a fireproof layer; carrying out hydrophobic treatment on silk fibroin fibers, and then mixing the silk fibroin fibers with dopamine-modified carboxylated expanded graphite to prepare fiber-based gel; the surface of a fireproof layer is coated with fiber-based gel, then a layer of oxidizing solution is sprayed, then the fiber-based gel is clamped between the fireproof layer, pressure is applied, fixing is conducted, then the material is freeze-dried, a fireproof layer-gel layer-fireproof layer structure is formed, and the heat-preservation fireproof composite material for the building is obtained. The prepared thermal-insulation fireproof material has the characteristics of good mechanical property and low heat conductivity coefficient.
