A filtering piece is arranged on the rubber dam; the bracket comprises a back plate and supporting legs; the grounding anchor comprises a shell, a transmission piece and a fastening piece. The rubber dam is stacked at the outburst mud opening and automatically inflated to form the dam, the filter device is arranged in the center of the dam, water is allowed to flow out, silt is intercepted outside the dam, and therefore outburst mud and water burst are effectively prevented. The rubber dam is fixed through the support, the support is fixed to the ground through the grounding anchor, the rotating wheel is arranged on the grounding anchor, water flow flows out through the filtering device to drive the rotating wheel to rotate, the grounding anchor side plate extends into soil, and connection between the grounding anchor side plate and the ground is further stabilized.
