The invention discloses a liquid floating object collecting and transferring device which is mainly applied to the field of ecological environment water pollution emergency disposal, and particularly relates to rapid collecting and transferring of floating water pollutants (oils/organic matters) insoluble in water. The device can play a rapid collecting and transferring role in environment emergency disposal work, can collect more liquid floating objects on the surface layer as much as possible and less water on the lower layer as much as possible, can greatly reduce the influence of pollution groups on the water environment, saves more time for environment emergency disposal, and can be recycled after the transferred and collected substances are separated, so that the environment emergency disposal efficiency is improved. Meanwhile, the use amount of oil-absorbing stickers and oil-absorbing cotton can be greatly reduced, and the disposal difficulty of hazardous waste stickers in the later period is reduced.
