A groove is formed in the bottom end of the steel jacket box; a bag body is fixedly installed in the groove, and a water pump is fixedly installed on one side of the top end of the steel jacket box. The input end of the water pump is fixedly connected with a water pipe connector. The output end of the water pump is fixedly connected with a second drainage pipe; by arranging the sliding blocks, the reinforcing ribs, the through holes, the connecting plates and the sliding plates, during concrete pouring, the reinforcing ribs are shrunk into the steel pipe pile; and when the concrete is not solidified after being poured, the reinforcing ribs extend into the concrete, bubbles generated by collision between the concrete and the reinforcing ribs in the concrete pouring process are avoided, and then the firmness of the concrete is improved.
