The invention relates to the field of parking devices, in particular to a parking buffer device and a parking system.The parking buffer device comprises a body, a connecting assembly and a contact piece, the body is provided with a containing cavity, at least part of one end of the connecting assembly penetrates through the body and extends into the containing cavity, and an elastic piece is arranged in the containing cavity; the two ends of the elastic piece abut against the inner wall of the containing cavity and the connecting assembly respectively. The end, away from the elastic piece, of the connecting assembly is connected with the contact piece, a first sensor and a communication module are further arranged in the containing cavity, and the first sensor is connected with the elastic piece and electrically connected with the communication module. The parking buffer device can play a role in buffering the vehicle in the parking process, and it is ensured that the vehicle can be accurately parked in the parking space through the parking buffer device, and meanwhile damage caused by collision of the vehicle is avoided.
