The invention provides an underwater packer. The underwater packer comprises an outer pile, a sleeve arranged in the outer pile, a plug arranged at the bottom end of the sleeve, a grouting pipeline arranged on the sleeve, a plurality of resin turning plates annularly distributed between the outer pile and the sleeve, and sealing cloth connected between the adjacent resin turning plates in a hot melting mode. The bottom end of the resin turning plate is hinged to the plug, and the top end of the resin turning plate abuts against the inner wall of the outer pile. A sealing bag is omitted, the resin turning plate plays a role in bearing and sealing, the outer wall of the outer pile and the inner wall of the sleeve are both in direct contact with grout, and the outer pile and the sleeve are connected firmly. The inclined face of the top of the resin turning plate and the extrusion face of the protruding part abut against the inner wall of the outer pile, double-layer sealing is achieved, and slurry leakage is avoided. In addition, the sealing cloth and the annular sealing film are arranged, so that the sealing effect is further enhanced; and when the length e of the resin turning plate is equal to (a-0. 5c-0. 5b)/cos (90 degrees-g), the sleeve is inserted into the outer pile from any position, so that the resin turning plate can be ensured to have better sealing performance, and the manufacturing cost of the resin turning plate is the lowest.
