According to the invention, polyaluminum sulfate is used as a base material, and a part of functional additives are added, including 45-50 wt.% of polyaluminum sulfate, 0.5-1 wt.% of a composite water reducer, 5-10 wt.% of magnesium sulfate, 5-10 wt.% of alcohol amine, 2-5 wt.% of calcium fluoride, 2-4 wt.% of a stabilizer, and the balance of water. The preparation method comprises the following steps: preparing the composite water reducer, dissolving and mixing, stirring and feeding, and uniformly dispersing. The composite water-reducing accelerator is specially added into the accelerator, so that the mechanical property of the accelerator is effectively improved, the 1d compressive strength is improved by 42.86%, the 28d compressive strength is improved by 7.7%, and the alkali-free and chlorine-free requirements are met. And the cement and the admixture have good compatibility, and can be widely applied to various application fields such as tunnels, slope protection, mines, 3d printing and the like.
