According to the method, the mixing proportion of hydraulic concrete is designed and optimized, an additive with the surface modified by propenyl quaternary ammonium salt is prepared, a cross-linked network is formed by the additive and macromolecular quaternary ammonium salt under the action of cation-pi bonds, and a three-dimensional framework is built in cooperation with nano silicon-calcium oxide particles; the shotcrete is suitable for construction under complex geological environment conditions such as surrounding rock alteration, low strength, dry-wet cycle and rich water, the problems of large rebound amount, large cement consumption, low early strength, later strength attenuation, strong corrosion, poor durability and the like of conventional shotcrete can be effectively solved, the shotcrete is economical and environmentally friendly, the construction efficiency is improved, and the construction cost is reduced. After sprayed concrete is applied, the stability of surrounding rock can be guaranteed, and the excavation construction safety of the hydraulic tunnel is ensured.
