The invention discloses a water-stability and anti-freezing clay strengthening stabilizer as well as a preparation method and application thereof, and relates to the technical field of clay strengthening stabilizers. The clay strengthening stabilizer comprises the following raw materials in parts by weight: 2-4 parts of an organic cationic polymer, 8-12 parts of a cationic surface active agent, 6-10 parts of fluorosilane modified polyurethane organic silicon composite hollow nano microspheres and 0.8-2 parts of a high-performance mineral-based cementing material. The mass ratio of the organic cationic polymer to the cationic surfactant is 1: (3-5); the cationic surface active agent is one of hexadecyl trimethyl ammonium bromide, coconut oil alkyl trimethyl ammonium chloride and dodecyl trimethyl ammonium bromide; the organic cationic polymer is prepared from the following raw materials: acrylamide, methacryloyloxyethyl trimethyl ammonium chloride and an initiator. The clay strengthening stabilizer provided by the invention can obviously improve the water stability and freezing resistance of clay.
