The invention discloses quick-setting type silicon-aluminum phosphate composite cement without high-temperature maintenance and a preparation method thereof, and relates to the field of civil engineering materials. The cement comprises a main component and a function regulating component. The main components comprise, by mass, (1) 50-70% of a silicon-aluminum raw material, (2) 20-30% of a phosphate excitation raw material, and (3) 10-20% of a calcium raw material, and the sum of the three components is 100%. Besides, based on 100% of the mass of the silicon-aluminum raw material and the calcium raw material in the main components, function regulation and control components are additionally added, and the mixing amount of each function regulation and control component is as follows: (1) 4-8% of a dissolution promoter, (2) 2-8% of a polymerization accelerator, and (3) 4-12% of an early strength agent. The preparation process comprises the steps of (1) raw material grinding and (2) material mixing. Through cooperative regulation and control of the functional regulation and control components, the setting and hardening rate of the sialic phosphate composite cement can be accelerated, a high-temperature maintenance link is avoided, and cooperative development of setting, hardening and mechanical properties of the sialic phosphate composite cement at room temperature is realized.
