The invention discloses a top shield starting structure and a construction method thereof. The top shield starting structure comprises a working well foundation pit, an inner supporting system and a counter-force seat system. The counter-force seat system is arranged on the back face, in the tunneling direction of the top shield machine, of the working well foundation pit, the counter-force seat system comprises a top shield counter-force seat bearing platform and a prestress reinforcing structure, the prestress reinforcing structure comprises a fastening block and a prestress steel strand, the first end of the prestress steel strand is fixed to the top shield counter-force seat bearing platform through the fastening block, and the second end of the prestress steel strand is fixed to the top shield counter-force seat bearing platform through the fastening block. The second end is fixed on a bottom plate of the working well foundation pit through a fastening block, and the prestressed steel strand is used for connecting the counter-force seat system with the working well foundation pit to form an integral stress system. According to the top shield launching structure, the top shield counter-force base bearing platform transmits force to the working well foundation pit bottom plate through the prestressed steel strands to form an overall stress system, and shield launching jacking thrust is provided, so that the problem that in top shield construction, the jacking thrust at the back near water or the free position is insufficient is solved.
