The invention belongs to a method for constructing a cement-stabilized gravel base by using cement tailings as coarse and fine aggregates. The method comprises the following steps: batching of a cement-stabilized gravel base, paving of the cement-stabilized gravel base, rolling of the cement-stabilized gravel base, maintenance of the cement-stabilized gravel base and the like. Wherein the particle size ratio of the graded gravel in the cement stabilized gravel lower base layer is (20-31 mm): (10-20 mm): (3-10 mm): (0.075-3 mm) = 18%: 32%: 30%: 20%; wherein the particle size ingredients of the cement tailings respectively account for 6% of 32%, 6% of 30% and 3% of 20% according to the same particle size proportion; the blending proportion of the cement tailings in the cement stabilized base layer replacing the corresponding coarse and fine aggregates in the graded gravel is 15%, the cement tailings and the cement can be used as the stabilized gravel base layer to meet the requirement of excellent quality, and the method has the advantages of simplicity, convenience, practicability, low cost, construction period saving, good quality and long service life.
