According to the device, the discharging position of the discharging pipeline is adjusted by rotating the adjusting disc, pit slots in the adjacent positions can be more conveniently filled, the situation of moving the whole device is reduced, therefore, the pit slots in the adjacent positions can be filled in a short time, then flattening operation is conducted at a time, and the construction efficiency is improved to a large extent.
