The invention relates to the technical field of dams, in particular to a novel filled soft armor dam which is characterized in that a baffle plate is matched with a U-shaped strip to shield the front part of a gap between a cement base and an air bag, so that the problem that the flow velocity of river water is increased due to the fact that the river water flows into a narrow gap is solved; therefore, the problem that stones are impacted to the bottom of the air bag to scratch the air bag due to high-speed flowing of river water is avoided, meanwhile, the impact force of the river water to the air bag can be greatly reduced through the air bag in a water-drop streamline shape, the air bag is further protected, meanwhile, a thin steel sheet part is arranged on the surface layer of the air bag, the structural strength of the air bag is greatly improved, and the service life is prolonged; a novel filling soft armor dam comprises a baffle, a U-shaped strip and a fixing assembly. The air bag is of a cylindrical integrated structure. The section of the inflated air bag is water-drop-shaped; each air bag is fixedly connected with a baffle plate; a plurality of through holes are formed in the baffle plate; and each cement base is fixedly connected with a U-shaped strip.
