The invention relates to a permanent and temporary combined fabricated enclosing wall and a construction technology thereof.The permanent and temporary combined fabricated enclosing wall comprises a plurality of stand columns, a plurality of wallboards and a plurality of fences, the multiple stand columns are sequentially arranged at intervals, and the lower ends of the multiple stand columns are fixed in a rammed earth foundation or fixed to a concrete cushion layer on the upper surface of the rammed earth foundation; a wall plate and a fence are arranged between every two adjacent stand columns, and the fences are arranged above the wall plates. Vertical through clamping grooves are formed in the side walls of the stand columns, the two ends of the wall plate are clamped in the corresponding clamping grooves of the two adjacent stand columns respectively, the fence is placed on the upper surface of the wall plate, and the two ends of the fence are fixedly connected with the two adjacent stand columns respectively. The fabricated enclosing wall serves as a temporary enclosure in the construction process, the safety protection effect is achieved, meanwhile, a construction site can be effectively isolated from the outside, non-workers are prevented from entering the construction site, and safety accidents are reduced.
