The invention provides a cement-based grouting material for a semi-flexible pavement, belongs to the field of concrete, and particularly relates to a modified polycarboxylic acid water reducing agent, a preparation method of the modified polycarboxylic acid water reducing agent and the cement-based grouting material for the semi-flexible pavement containing the modified polycarboxylic acid water reducing agent. The invention relates to sulphoaluminate cement which comprises the following components in percentage by weight: sulphoaluminate cement, 10-15% of II-grade fly ash, 15-25% of 40-200-mesh quartz sand, 15-25% of 1.6-3 coal power plant slag, 0.5-1% of a modified polycarboxylate superplasticizer, 0.01-0.2% of a defoaming agent, 4-10% of a UEA expanding agent and the modified polycarboxylate superplasticizer prepared according to the method disclosed by the invention. The polycarboxylic acid water reducer has the advantages that the problem of delayed coagulation of a traditional polycarboxylic acid water reducer is solved, early strength is achieved, slurry is uniform and stable, and additional additives are not needed.
