The system comprises a plurality of separation mechanisms, a collection net and an air exhaust mechanism, the separation mechanisms are arranged in the river at intervals in the water flow direction, the collection net is arranged in the river and located on one side of the most downstream separation mechanism, and the air exhaust mechanism communicates with the separation mechanisms through pipelines; a cavity is formed in the blocking part, a plurality of oil-water inlets are formed in the peripheral side of the blocking part at intervals corresponding to the cavity, the control valve is fixedly arranged in the blocking part, one end of the control valve is communicated with the cavity, the oil absorption block is fixedly arranged in the cavity and shields one end of the control valve, and a hydrophobic oleophylic film layer is arranged on the side face, close to the control valve, of the oil absorption block. One end of the floating module is fixedly connected with the blocking part and communicates with the other end of the control valve, the other end of the floating module is rotationally connected and communicates with the pipeline, and water flow can drive the floating module to rotate around the axis of the floating module. The problems of short operation time, high energy consumption and frequent manual intervention of a water garbage and oil stain recovery system in the prior art are solved.
