The embodiment of the invention provides a punching and burying robot, relates to the technical field of submarine cable burying robots, and solves the problem that the safety performance of a hydraulic system of an existing punching and burying robot is not high. The hydraulic system of the flushing and burying robot comprises a closed hydraulic pump, a plurality of propeller motors, a plurality of water pump motors and a plurality of hydraulic oil compensators, and one hydraulic oil compensator is arranged between the output end of each water pump motor and the input end of the closed hydraulic pump and between the output end of each propeller motor and the input end of the closed hydraulic pump. The opening pressure threshold values of the output ends of the hydraulic oil compensators are in an arithmetic progression, and when the pressure of the hydraulic oil in the main hydraulic loop is lower than the compensation pressure threshold value, at least one hydraulic oil compensator supplements the hydraulic oil to the main hydraulic loop. The number of the hydraulic oil compensators with the output ends in the open state is inversely proportional to the pressure of hydraulic oil in the main hydraulic loop. The compensation pressure threshold value is the maximum value in the opening pressure threshold values of the output ends of the hydraulic oil compensators.
